§ 31.30 DUTIES.
   (A)   The City Clerk shall keep the corporate seal of the city and all papers belonging to the city. (‘69 Code, § 2-113)
   (B)   The City Clerk shall attend all meetings of the City Council and keep a full and correct record of its proceedings in the journal. The City Clerk shall also record in a book to be kept for that purpose, all ordinances passed by the City Council, and at the foot of the record of each ordinance so recorded, shall make a memorandum of the date of the passage and of the publication or posting of the ordinance.

   (C)   The City Clerk shall also keep full and complete accounts and exhibits of all financial transactions of the city to be entered upon such books as are provided for that purpose, including in these accounts all claims against the city as they may be allowed and all orders for the payment of money, all orders granted and on what account. He shall preserve in his office all bills on which any money may be paid out by the city, which bills shall be neatly maintained and endorsed with the name of the payee thereon, and when and how the bill was disposed of.    (D)   The City Clerk shall issue all licenses in accordance with the ordinances of the city and shall keep a record in a suitable book of each license granted, to whom granted, for what purpose, for what length of time granted, the location of the place of business for which the license was obtained, and the amount of the license fee paid. He shall monthly, or more often, if required by the City Council, pay over to the Treasurer all license money received by him and take the Treasurer’s receipt therefor. He shall at the first meeting of the City Council in each month make a report of all license money collected, from whom received and for what purpose.

   (E)   The City Clerk shall make suitable arrangements to have the City Hall available after normal working hours for special meetings of the Council and any committee thereof or any administrative board created under the ordinances of the city. The City Clerk shall also make arrangements to have available to any authorized person any and all official records of the city at such times and on such days when the Clerk’s office is not normally open for business.    (F)   The City Clerk shall perform such other duties as are prescribed by the ordinances of the city, or the laws of the state. (‘69 Code, § 2-113)
   (G)   Deputy clerks.
      (1)   The City Clerk is hereby authorized to appoint not more than three deputy clerks, who shall each have the powers and duties provided by statute and such additional powers and duties of the City Clerk as the City Clerk may, from time to time, delegate and authorize in writing.
      (2)   The appointment of deputy clerks, as provided in division (G)(1) above, shall only be made from existing, full-time employees of the city, and nothing in this division shall authorize or delegate the employment or compensation of any person. (Ord. 2008-O-4, passed 2-11-08)
