Whenever a vacancy occurs in the office of the Mayor and there remains an unexpired term of at least 28 months and the vacancy occurs at least 130 days before the next scheduled consolidated election under the general election law, the vacancy shall be filled at that consolidated election. If the vacancy is less than the time provided herein, the City Council shall select one of its members to act as Mayor, and he shall perform all the duties and possess all the rights and powers of the Mayor until his successor is elected at the next consolidated election and has qualified.
