§ 31.20 DUTIES AND POWERS.
   (A)   The Mayor shall perform all duties that are or may be prescribed by law or the city ordinances and shall take care that the city ordinances and laws are faithfully executed. (ILCS Ch. 65, Act 5 § 3-11-6) (‘69 Code, § 2-99)
   (B)   The Mayor shall preside at all meetings of the Council and shall have no vote, except in case of a tie, where one- half of the Aldermen elected have voted in favor of an ordinance, resolution, or motion even though there is no tie vote, and where a vote greater than a majority of the Council is required by law to adopt an ordinance, resolution, or motion.    (C)   The Mayor shall, annually, and may from time to time, give the City Council information relative to the affairs of the city and shall recommend for their consideration such measures as he may deem expedient. (ILCS Ch. 65, Act 5 § 3-11-6) (‘69 Code, § 2-104)
   (D)   The Mayor shall have power at all times to examine and inspect the books, records, and papers of any agent, employee, or officer of the city. (ILCS Ch. 65, Act 5 § 3-11-3) (‘69 Code, § 2-101)
   (E)   The Mayor shall have power to remove any officer appointed by him, on any formal charge, whenever he is of the opinion that the interests of the city demand such removal, but he shall report the reasons for the removal to the City Council at a meeting to be held not less than five days nor more than ten days after the removal. If the Mayor fails or refuses to file with the City Clerk a statement of the reasons for the removal, or if the City Council by a two-thirds vote of all its members authorized by law to be elected, disapproves of the removal, the officer shall thereupon be restored to the office from which he was removed. The vote shall be by yeas and nays, which shall be entered upon the record. Upon restoration, the officer shall give new bonds and take a new oath of office.    (F)   The Mayor may release any person imprisoned for violation of any city ordinance and shall report any release and the cause therefor to the City Council at its next meeting; but he shall have no power to remit or release the fine or costs of any person convicted under the city ordinances.
