§ 31.09 COLLECTION, RECEIPT OF FUNDS; REPORT; RETENTION OF FUNDS; PENALTY.
   All officers collecting or receiving any moneys on account of the city shall pay the same, as fast as collected, to the City Treasury in the same kind of funds as received by them, and shall, at the first regular Council meeting of each month, report to the City Council an accurate statement of all the moneys received by them for the preceding month, specifying the amount, from which and from whom and on what account received. No officer shall put any moneys received or collected by him toward the payment of any salary or fees which may be coming to him from the city, but shall pay the same into the Treasury. Any officer violating any provisions of this section shall be subject to a penalty of not less than $10 and not exceeding the penalty as provided in § 10.99 of this code.
