The salaries of the city officers, unless otherwise especially provided by the City Council, shall be payable in amounts and at such times as provided for by the Council. City officers shall present their accounts to the City Council for adjustment or payment but no warrant shall be drawn in favor of any officer therefor until he has filed his report or account as herein required, nor shall any warrant in any case be drawn in favor of any officer who is in default or arrears with the city.
