The Mayor, with the approval of the City Council, shall appoint annually and whenever a vacancy occurs in the office, the following city officers: a Chief of Police, Fire Chief, Superintendent of Streets, Superintendent of Parks, and such number of firemen as the City Council may by resolution deem necessary and expedient. The term of office for which any of these officers, except the Superintendent of Streets, shall be appointed shall be for any period of time not exceeding the term of office of the Mayor making the appointment in all cases not otherwise provided for by the ordinances of the city or the laws of the state.
