§ 30.11 VOTE REQUIRED.
   (A)   Every member of the Council shall vote on all questions presented to the Council and requiring a vote except where the law requires abstention. In case any member refuses to vote, unless otherwise required by law, he shall be considered as having concurred or acquiesced in the majority vote of the members present and voting.
   (B)   The yeas and nays shall be taken upon the passage of all ordinances, all propositions to create any liability against the city or the expenditure or appropriation of its money, and in all other cases at the request of any member. Such vote shall be entered on the journal of the proceedings. A concurrence of a majority of all the members elected to the City Council shall be necessary to the passage of any such ordinance or proposition, except that, it shall require three-fourths of all Aldermen- elect to sell any city or school property.
