The regular meetings of the City Council shall be held in the Council chamber of the City Hall on the second and fourth Mondays of every month at 7:00 p.m., except when the meeting happens to be on a public holiday, in which case the Council shall meet at the same hour on the next day. Adjourned meetings may be held for the purpose of completing the unfinished business of the regular meetings at such time or times as may be determined by the Council.
