(A) The City Council shall consist of the Mayor and two Aldermen from each ward and it shall be the judge of the election and qualification of its own members.
(B) In case any vacancy occurs in the office of Alderman by death, resignation, removal or any other cause, the vacancy shall be filled at the next general election; provided, the Mayor, with the advice and consent of the Council, may appoint a person to serve as Alderman in the vacancy until the next general election.
