§ 90.04 GARBAGE AND RUBBISH DISPOSAL.
   (A)   Garbage disposal. The owner or agent of all multiple dwellings and occupants of all private and two-family dwellings shall provide for said dwellings, keep clean and place proper water-tight metal containers with tight-fitting covers for the purpose of storing all garbage. No person shall transport garbage or rubbish upon any street, alley, road, highway in any vehicle unless said vehicle be so constructed or maintained so as to prevent the dropping, spilling, littering of the contents therefrom.
   (B)   Garbage and rubbish disposal site. All garbage and rubbish disposed of on public property shall be on sites approved for such use by the Health Committee of the Board of Supervisors of each county. Approval shall be in writing and shall be a matter of record. Whenever any person shall deposit garbage or rubbish on private property other than his or her own, he or she shall have written permission from the owner.
