Whenever the Town Council is not serving as the Board, the term of office of the members of the Board shall be two years, with the terms of members so staggered that the terms of no more than four members shall expire in any one year. In the event of a death, resignation or removal from the Board, the vacancy shall be filled by the Council for the unexpired term. Three unexcused absences during a calendar year from any regular or special meeting may
be considered inefficiency or neglect of duty and may be grounds for termination at the will and pleasure of the Town Council.
