§ 13.10-2  SPECIAL PROVISIONS.
   (A)   The provisions of this section shall be applicable to all developments, and all signing for such uses, except single-family and two-family dwellings. This exception does not apply to new or existing manufactured home parks, but does apply to new or existing individual manufactured homes or other permitted types of dwellings within manufactured home parks.
   (B)   (1)   All development or redevelopment described in division (A) above, including buildings, structures, signs, landscaping, site layout and use relationships, shall be first approved under the provisions of this section by the Planning and Zoning Commission prior to the letting of permits for and/or initiation of such development. Redevelopment shall include a substantial change in appearance of the exterior of any structure, or a substantial change in the appearance of any site. A substantial change would include, without limitation, any of the following:
         (a)   More than 25% change in the facade of a building;
         (b)   Any change in the size of a building;
         (c)   A change of 250 square feet or more in site layout;
         (d)   A change in the color of a building on more than 5% of the exterior;
         (e)   Any new sign or change in existing sign size or location;
         (f)   A change of 5% or more in the number of parking spaces;
         (g)   A change in landscaping, other than replacing dead/dying plants or landscape maintenance, effecting 200 square feet or more; and
         (h)   Any new fencing/walls over three feet in height or change of 25% or more to existing fencing/walls.
      (2)   Any change in the appearance of the exterior of any structure or change in the appearance of any site that is not a substantial change shall be subject to these design standards and review and approval by the Town Manager or designee. A decision by the Town Manager or designee with regard to a non-substantial change may be appealed to the Planning and Zoning Commission in the manner of a substantial change.
   (C)   Approval of a site plan for development shall be based upon a finding by the Commission that such development conforms to the applicable design guidelines in this section and other provisions and requirements of this code.
