§ 10-4-1 ALL-TERRAIN VEHICLE REGULATIONS.
   (a)   State statutes adopted. The statutory provisions in Wis. Stats. § 23.33, and the rules promulgated thereunder, describing and defining regulations with respect to all-terrain vehicles, exclusive of any regulations for which the statutory penalty is a fine or imprisonment, are adopted and by reference made part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by any regulation incorporated herein by reference is required or prohibited by this chapter. Any future amendments, revisions, or modifications of the statutory regulations in Wis. Stats. § 23.33, and the rules promulgated thereunder, are intended to be made a part of this chapter in order to secure to the extent legally practicable uniform state-wide regulation of all-terrain vehicles.
   (b)   Access to trails. Any person who is allowed to operate under Wis. Stats. § 23.33(5)(b), may operate an all-terrain vehicle on any signed route designated by the Village Board. Once on such trail, these designated routes must be followed to get to other portions of the designated signed trail. Other ATV’s not already on a trail may use the most direct route to and from such trails. No one shall operate an ATV on any public road unless enroute to or from a public trail specifically designated by the government for all-terrain vehicle use.
   (c)   Speed limitations. No person shall operate an all-terrain vehicle on any trail access route, street, or alley in excess of 15 miles per hour, or on any specifically designated all-terrain vehicle trail through the village in excess of 15 miles per hour.
   (d)   Prohibited hours of operation. No person shall operate an all-terrain vehicle on any trail access route, street, or alley between the hours of 2:00 a.m. and 8:00 a.m., Sunday through Thursday, or between the hours of 2:30 a.m. and 8:00 a.m. on Friday or Saturday.
   (e)   Method of travel. Any person operating an all-terrain vehicle on any trail access route, street, or alley shall proceed in single file in the direction of regular traffic flow, on the extreme right portion of the traveled roadway. Night operations require adequate head and taillights.
   (f)   Forfeitures for violation of all-terrain vehicle statutes and rules. Forfeitures for violations of all-terrain vehicle statutes and rules incorporated by reference shall conform to the forfeiture penalty permitted to be imposed by violations of the comparable state statute or rule, including any variations or increases for subsequent offenses; provided, however, that this subsection (f) shall not be construed to permit prosecution under this chapter for any offense described in Wis. Stats. § 23.33, for which an imprisonment penalty or fine may be imposed upon the defendant.
   (g)   Other violations. Any person who shall violate any provision of this chapter for which a penalty is not otherwise established by this section shall be subject to a forfeiture of not less than $10 nor more than $75.
   (h)   Deposits. Persons arrested or cited for a violation of this chapter shall be permitted to make deposits and stipulations of no contest as upon a traffic citation. The deposit shall be the amount specified by the Uniform State Traffic Deposit Schedule of the State Judicial Conference for violations of statutory provisions adopted by reference, and $37.50 for violations of other provisions of this chapter, together with the applicable court costs, assessments, and surcharges, if any.
