§ 2-3-3 VILLAGE ADMINISTRATOR.
   (a)   Creation and purpose. In order that the village be operated as efficiently as possible under a system of part-time President and part-time Trustees; and, to better ensure competent, expeditious, and efficient administration and action in respect to any activity performed by any one or more officers and employees of the village; and, to provide uniform administration of policy, there is hereby created the position of the Village Administrator for the village.
   (b)   Office of Village Administrator. The Village Administrator shall be appointed and shall hold office for an indefinite term, serving at the pleasure of the Village Board. Appointment and removal shall require a majority vote of the Board.
   (c)   Powers and duties of the Village Administrator. The Village Administrator shall have the following powers and duties.
      (1)   Attend all meetings of the Village Board and its committees unless excused by the Board or committee; collaborate with the Board on important matters pertaining to village administration, business, and affairs; and make recommendations from time to time for improving the quality and efficiency of the services performed.
      (2)   Prepare and properly distribute the agenda and order of business for all meetings of the Board and its committees, and other special committees of the village. Nothing herein shall be construed to give the Village Administrator authority to limit or in any way prevent matters from being considered by any of the above-named bodies.
      (3)   Coordinate and/or initiate village activities in the areas of business and community development, planning, and in the area of grant application and administration.
      (4)   Establish such methods of handling details of administration as will, in the Administrator’s opinion, best promote efficient operation of the village’s business and affairs.
      (5)   Administer the operation and maintenance of all village owned property, lands, buildings, improvements, and equipment, and the construction of all public ways, public works, and improvements undertaken either directly or indirectly by the village.
      (6)   Prepare annually and submit to the Village Board a financial budget of anticipated income and expenditures for the ensuing fiscal year and to supervise and control the expenditures of money and the administration of such budget as adopted, and to report to the Board, from time to time, the current state of the budget and expenditures of the village.
      (7)   Act as personnel officer for the village by maintaining a current personnel file for all departments, and, upon request of the Board, to make recommendations concerning salaries and other personnel policies.
      (8)   Recommend the appointment, promotion, suspension, or termination of appointed officers and department heads to the Village Board for confirmation and, on the recommendation of department heads, recommend the appointment, promotion, or termination of other village employees, except for employees under the jurisdiction of another statutorily defined municipal board.
      (9)   Ensure that all village ordinances are enforced.
      (10)   Perform all other tasks and duties as requested to be performed from time to time by the Village Board.
