(a) The grantee shall make available access channels as provided in this section.
(b) The grantee shall provide to each of its subscribers who receive any part of the services offered on the system, reception on at least one specially designated public access channel available for use by the general public, on a first-come, first-served nondiscriminatory basis, for use by local educational authorities, government, and other commercial users. The VHF spectrum shall be used for this specially designated access channel. Charges for production costs and any fees which may be imposed shall be consistent with the goal of providing to the public and for use by the local government a low cost means of television access.
(c) Whenever the specially designated access channel is in use 80% of the time and there is demand for use of an additional channel for the same purpose, the grantee shall then have a period of six months within which to provide a new specially designated access channel for the same purpose.
