§ 9-3-13 TRIMMING OF TREES.
   Nothing contained in this franchise shall be deemed to empower or authorize the grantee to cut or trim any trees, ornamental or otherwise, in any of the streets, alleys, or public highways, but the grantee may cut or trim trees as necessary only pursuant to a prior agreement with the owner of the property which is adjacent to the street area in which the tree stands. In the event that an owner shall unreasonably refuse to permit the grantee to cut or trim trees, the village may nonetheless authorize such work if it is necessary to protect, repair, or maintain the system.
