§ 9-3-10 PAYMENT TO THE VILLAGE.
   (a)   For the use of the streets and other facilities of the village for the operation of the cable communications systems, and for the supervision by the franchising authority, the cable communication company shall owe to the village, on December 31, 1989, and on every annual anniversary date thereafter until the expiration of the franchise, a sum equal to 3% of the gross revenues received by said company for the provision of basic cable service to the subscribers within the village for that year. Said payment shall be due and payable no later than 60 calendar days after the date owed. The cable communication company shall provide to the village, along with said payment, an accounting of the gross basic cable fees collected within the village for the year in which a payment is made.
   (b)   The cable communication company shall provide a channel to the village and to bona fide groups within the village for the broadcasting of public notices and announcements or other programming of public interest.
