Within 30 days of the granting of the franchise, the grantee shall apply for all necessary permits, licenses, certificates, and authorizations. Turtle Lake Cable Television agrees to complete substantial construction no later than December 1, 1984. The route of the energized cable will have individual “drops” as desired during the same period of time. The requirement of this provision may be waived by the village only upon occurrence of unforeseen events or acts of God.
