§ 9-3-1 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates, or requires, a different meaning.
   BASIC SERVICE. The supplying by the grantee of programming of network stations, both commercial and educational, and of independent television stations, local origination cablecast programming including public access, educational access, and governmental access programming to a single television receiver of FM service only to a single FM receiver.
   CLASS IV CHANNEL. A signaling path provided by a cable communications system to transmit signals of any type from a subscriber terminal to another point in the cable communications system.
   FCC. The Federal Communications Commission of the United States.
   FRANCHISE. The rights and obligations extended to the grantee to own, operate, and maintain a cable communications system within the boundaries of the village.
   GRANTEE. Turtle Lake Cable Television.
   GRANTEE; FRANCHISEE. The terms shall be synonymous.
   INITIAL SERVICE AREA. The corporation village limits.
   MAY. The term allows discretion.
   NON-VOICE RETURN COMMUNICATIONS. The provision of appropriate system design techniques with the installation of cable and amplifiers suitable for the subsequent insertion of necessary non-voice communications electronic modules.
   SHALL. The term is always mandatory.
   SUBSCRIBER. Any person who has a contract with the grantee for services.
   SYSTEM. All property rights of any kind which the grantee determines to be necessary for the origination, reception, application transmission, either by one or two directional distribution or electrical signals by cable or conduit to subscribers, or any combination thereof, and signals of any kind and all frequencies for any purpose including, but not limited to, television and data, and auto signals.
   VILLAGE. The Village of Turtle Lake, Barron County and Polk County, Wisconsin.
   VILLAGE BOARD. The local legislative body.
   VILLAGE; CITY. The terms shall be synonymous.
