The village reserves the right in the course of formulating fees for use of its Wastewater Collection and Treatment System to assess a standby charge against industrial users. Said fee shall be calculated upon the following basis: The cost of debt service for plant improvements shall by multiplied times the percentage of allocation of use of the entire system attributed to each individual industrial user divided by the number of years of outstanding debt, to which sum shall be added the costs of maintenance and taxes attributable thereto. The percentage of use attribution shall be based upon the next previous calendar year’s use data for the industrial user in question and if none, upon a reasonable estimate of use calculated by the village upon the best information available to it.
