(a) Applicability. Sewage contributors discharging domestic strength sewage up to 250 mg/l, B.O.D. and 250 mg/l suspended solids are eligible for general sewer service-metered rates which shall be billed quarterly (Smg-1).
(1) Quarterly service charge. In amounts established by resolution of the Village Board.
(2) Plus volume charge. For each 1,000 gallons domestic strength sewage discharged to the sanitary sewer system a volume charge shall be added to the quarterly service charge.
(b) Billing.
(1) Responsibility. Bills for sewer service are the sole responsibility of the property owner of the premises where the service is provided. All bills are the obligation of and will be sent to the owner of the property. Billing to any person(s) other than the listed property owner requires advanced approval from the Utility Administrator.
(2) Payment of bills. Bills for sewer service are generated quarterly and become due and payable on the first of the month following the period for which service is rendered. A late payment charge of 3% but not less than $0.30 will be added to bills not paid within 20 days of issuance. This one-time 3% late payment charge will be applied only to any unpaid balance for the current billing period’s usage. This late payment charge is applicable to all customers. The Utility customer may be given a written notice that the bill is overdue no sooner than 20 days after the bill is issued. A $30 charge will be made for processing checks that have been returned for insufficient funds.
(3) Failure to receive bill no penalty exemption. Every reasonable care will be exercised in the proper delivery of sewer bills. Failure to receive a sewer bill, however, shall not relieve any person of the responsibility for payment of sewer rates within the prescribed period, nor exempt any person from any penalty imposed for delinquency in the payment thereof.
