§ 9-1-41 INSPECTION OF PREMISES.
   (a)   Right of inspection.
      (1)   During reasonable hours any officer or authorized employee of the Utility shall have the right of access to the premises supplied with service, for the purpose of inspection or for the enforcement of the Utility’s rules and regulations.
      (2)   Users must, at all times, frankly and without concealment, answer all questions put to them relative to utility use. Whenever appropriate, the Utility will make a systematic inspection of all unmetered water taps for the purpose of checking waste and unnecessary use of water.
   (b)   Utility responsibility.
      (1)   It is expressly stipulated that no claim shall be made against said village, its employees, duly authorized agents, by reason of the breaking, clogging, stoppage, or freezing of any service pipe; nor from any damage arising from repairing mains, making connections or extensions, or any other work that may be deemed necessary.
      (2)   The right is hereby reserved to cut off the service at any time for the purpose of repairs, or any other necessary purpose, any permit granted or regulation to the contrary notwithstanding.
      (3)   Whenever it shall become necessary to shut off the water service within any district of the said village, the village shall, if practicable, give notice to each and every consumer within said village of the time when such service will be so shut off.
