§ 9-1-37 INSTALLATION OF METERS.
   (a)   Meters will be furnished and placed by the Utility, and are not to be disconnected or tampered with by the consumer. It shall be the duty of the owner of any premises to provide a location for a water meter, and to maintain such locations and passageway thereto, clean and sanitary, and free from any obstruction or any conditions of a hazardous nature.
   (b)   No connection for water meters shall be installed in any location not easily accessible, or which is or may be unclean, unsanitary, or in any manner unsafe to utility employees in the discharge of their duties.
   (c)   All meters shall be so located that they shall be protected from obstructions and permit ready access thereto for reading, inspection, and servicing, such location to be designated or approved by the Utility.
   (d)   All piping within the building must be supplied by the consumer. Where additional meters are desired by the consumer, he or she shall pay for all piping and an additional amount sufficient to cover the cost of maintenance and depreciation.
