§ 2-2-14 MEETING AGENDAS; ORDER OF BUSINESS.
   (a)   Agenda.
      (1)   The order of business at all regular or special meetings shall be according to the agenda prepared by the Village Administrator, Clerk, or highest elected official, as appropriate. All matters to be presented at a Board meeting shall be filed with a Village Administrator, Clerk, or highest elected official, as appropriate, no later than 4:00 p.m. on the Monday preceding the scheduled regular Board meeting to enable the Village Administrator, Clerk, or highest elected official, as appropriate, to prepare the agenda and all attachments, and distribute the same to the Village Board. Matters filed after 4:00 p.m. on the Monday preceding the Board meeting will not be placed upon the agenda. The President may waive the filing deadline for emergency cause shown.
      (2)   A submitting department shall include copies of all material necessary to consider the agenda item.
      (3)   The Village President shall advise the Village Administrator, Clerk, or highest elected official, as appropriate, whether to include an item on the agenda, except that the Trustees calling a special meeting shall decide which items shall be first considered at such special meeting.
      (4)   The Village Administrator, Clerk, or highest elected official, as appropriate, shall afford the Trustees maximum reasonable notice of agenda items as each situation allows.
   (b)   Order of business. The business of the Village Board shall be conducted in the following order.
      (1)   Call to order.
      (2)   Roll call.
      (3)   Approval of consent agenda, which includes:
         a.   Minutes of previous regular and special meetings;
         b.   Treasurer’s report;
         c.   Operator’s licenses; and
         d.   Other general and routine matters which come before the Board.
      (4)   Comments and suggestions from pre-registered citizens.
      (5)   Committee reports.
      (6)   Unfinished business from previous meetings.
      (7)   New business and communications as permitted by law.
      (8)   Departmental reports.
      (9)   Comments and suggestions from citizens present.
      (10)   Presentation of accounts and claims against the village.
      (11)   Adjournment.
   (c)   Order to be followed. No business shall be taken up out of order unless authorized by the Village President or by majority consent of all Trustees, and in the absence of any debate whatsoever.
   (d)   Citizen’s right to address Board. A citizen may address the Board under any or all the following criteria:
      (1)   Subsection (b)(4) above, provided the following conditions are met.
         a.   The citizen registers with the Village Administrator, Clerk, or highest elected official, as appropriate, before the meeting is called to order, and indicates his or her desire to address the Board.
         b.   The citizen’s comments related to a matter on the agenda for the meeting.
      (2)   Subsection (b)(9) above.
      (3)   Section 2-2-17(3).
      (4)   Except in the case of informational or public hearings, speakers shall be limited to five minute addresses unless the Board consents, by a majority vote of the members present, to extend the time.
      (5)   If the Village President decides that the comments are not relevant or are abusive, the Village President may:
         a.   Order the citizen to modify his or her comments;
         b.   Order the citizen to refrain from speaking;
         c.   Order the citizen to leave the Board chambers; and/or
         d.   Take whatever steps necessary to ensure the efficient conduct of the Board’s business.
