No sexually oriented business may be operated in any zoning district other than that district defined and described in the village zoning code, unless it is a legal non-conforming use as provided for therein. No sexually oriented business may be operated without a conditional use permit as required under the Village Zoning Code, § 13-1-125, unless it is a legal non-conforming use as provided for therein.
