§ 2-2-8 SALARIES.
   (a)   Establishment of salaries for Village President and Trustees.
      (1)   The Village President and Village Trustees, whether operating under general or special law, may, by a three-fourths vote of all the members of the Village Board, determine that an annual salary be paid the President and Trustees, pursuant to Wis. Stats. § 61.32. A SALARY shall be defined as a fixed periodical compensation paid for services rendered. Such salaries shall be delineated in subsection (b) below and may include:
         a.   A fixed annual salary;
         b.   A payment for each meeting attended of the governmental body or its committees; or
         c.   A combination of both.
      (2)   Such salaries heretofore established shall so remain until changed by ordinance adopted by a majority vote of all members of the Village Board, and said salary shall not be increased or diminished during the current terms of office of any President or Trustee. The changed salary shall take effect no earlier than the beginning of the subsequent term, but may be made effective mid-term of the subsequent term, if so indicated in the ordinance, in order to more efficiently administer the changed salaries, as long as the ordinance changing the salary is enacted prior to the beginning of the term.
      (3)   In addition to payments for attendance of meetings, this section may establish additional payments for the Village President for duties performed outside of such meetings, may allow for reimbursement to the President and Trustees of actual expenses incurred while performing the duties of these positions, and may allow compensation to non-elected officials appointed by the Village Board to Board committees, or to commissions or other boards outside the governing body.
   (b)   Restriction from appointment to or remuneration for commissions or boards outside the official governing body. Pursuant to Wis. Stats. § 66.0501, except as expressly authorized by statute, no member of the Village Board shall, during the term for which the member is elected, be eligible for any office or position which, during such term, has been created by, or the selection to which is vested in, this Board, but such member shall be eligible for any elective office. The governing body may be represented on boards or commissions where no additional remuneration is paid to such representatives, and may fix the tenure of such representatives notwithstanding any other statutory provision. This subsection (b) shall not apply to a member of the Village Board who resigns from the Village Board before being appointed to an office or position which was not created during the member’s term in office.
   (c)   Delineation of salaries for Village President and Trustees. The Village President and Village Trustees in office prior to April 19, 2011, shall continue receiving salaries and expense reimbursement according to the past practice which existed at the beginning of their terms, summarized as follows:
      (1)   The Village President shall receive:
         a.   A fixed annual salary of $4,000 per year for regular or special Board meetings and Committee meetings attended; and
         b.   Fifteen dollars per hour for duties performed outside of meetings; in addition to reimbursement, at the current rate established by the Village Board, of expenses incurred while performing the duties of this position.
      (2)   Village Trustees shall receive:
         a.   A fixed annual salary of $2,000 per year for regular or special Board meetings and Committee meetings attended; and
         b.   Fifteen dollars per hour for duties performed outside of meetings; in addition to reimbursement, at the current rate established by the Village Board, of expenses incurred while performing the duties of this position.
