§ 5.78.020   Operative date.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
     OPERATIVE DATE. The first day of the first calendar quarter commencing more than 110 days after the adoption of this chapter, the date of such adoption being set forth below.
