In the event that a meter is not installed on an existing constructed private water well, the Public Works Director may cause a meter to be installed at the cost of the city. Existing private water wells are defined as those constructed prior to the effective date of this chapter. In the event any water well meter is not properly maintained by the well owner, the Public Works Director may perform the necessary maintenance on the meter and recover the costs from the owner.
