Any decision of the Council under this chapter shall be final. Any decision of the Commission under §§ 10.96.130 or 10.96.140 shall become final if no appeal is taken from such order or decision within the time limits prescribed by the applicable appeal provision of this chapter. No permit regulated by the provisions of this chapter shall issue, nor shall any rights vest therein, until the decision of the Commission is final or any appeal there from is disposed of in the manner prescribed by this chapter.
