The City Council may amend or rescind any designation of an historic resource, an historic district, a contributor to an historic district or a non-contributor to an historic district in the same manner and procedure as was followed in the original designation. This action shall result from new information, the discovery of earlier misinformation or change of circumstances, conditions or factors which justified the change in designation of the resource or district.
