§ 10.200.080   Conditions and development standards.
   Approval of a conditional use permit for a mobile home park shall be subject to the following conditions and development standards.
   (A)   Density. The residential unit density of a mobile home park shall be consistent with the land use designation of the Tulare General Plan.
   (B)   Mobile home standards.
      (1)   Each mobile home pad shall consist of a base material adequate to support a mobile home.
      (2)   No more than 75% of a lot site shall be covered with structures, including mobile home, carport, covered patio and storage building.
      (3)   All tongues or tow bars shall be removed once a mobile home is fixed to the lot.
      (4)   All mobile homes shall be fitted with skirting, extending from the floor level of the mobile home to the ground.
      (5)   A mobile home shall be at least eight feet wide and 40 feet long.
      (6)   The front yard shall be landscaped.
   (C)   Setbacks.
      (1)   Mobile home park.
         (a)   Front yard: 15 feet.
         (b)   Side yard: ten feet; 15 feet from any adjoining public right-of-way.
         (c)   Rear yard: ten feet; 15 feet from a any adjoining public right-of-way.
      (2)   Mobile home lot.
         (a)   Front yard: ten feet.
         (b)   Side yard: five feet. Patio covers and carport, if open on three sides, may be located within three feet of a side yard property line.
         (c)   Rear yard: ten feet.
      (3)   Accessory structures. Accessory structures, such as storage buildings, and greenhouses, shall not be located within three feet of a side or rear yard property line or six feet from a mobile home.
   (D)   Fences, walls and hedges. A seven-foot masonry wall shall be provided along all public streets. This wall shall be consistent with the setback distances in division (C) above. Where the park adjoins land which is designated for residential, commercial or industrial uses, a wall shall be constructed on the property line.
   (E)   Parking and loading.
      (1)   Each mobile home site shall provide parking for two automobiles. Each parking stall shall be not be less than ten feet wide and 20 feet in length. All parking stalls shall be paved consistent with Tulare’s Standards and Specifications Manual; tandem parking may be allowed as a condition of the use permit.
      (2)   Not less than one guest stall shall be provided for each five mobile home sites.
      (3)   Supplemental parking for boats, recreational vehicles, travel trailers and other vehicles shall be provided at a minimum ratio of one stall for each ten mobile home sites.
   (F)   Streets.
      (1)   Streets providing parking on one side of the street may be 32 feet wide.
      (2)   Streets providing parking on both sides of a street may be 40 feet wide.
      (3)   If streets within the mobile home park are to be dedicated to the city, street standards shall be consistent with Tulare’s Standards and Specifications Manual.
   (G)   Utilities. All public utilities shall be installed underground including electrical supply, telephone, street lighting, cable TV and community TV antenna. Usage of individual television antenna will be permitted, but must be located at the rear of the individual mobile home space, and shall project no more than two feet above the roof of the mobile home.
   (H)   Street names. Approved street names shall be provided and maintained by the developer.
   (I)   Landscaping. All setback areas for the mobile home park shall be landscaped with a combination of turf, shrubs and trees. The minimum tree size shall be 15 gallons. Trees shall be planted at a density of one tree for every 30 lineal feet of street frontage. An automatic irrigation system shall be proved for this landscaped area.
