The adopted policy of the city as outlined in the goals and policies of the Tulare General Plan, is to encourage a range of housing types, styles and costs to suit the varying needs and desires of the elderly, low- and moderate-income households, and other special housing groups. Mobile home parks provide a valuable source of housing for the elderly and low- to moderate-income households.
