For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OUTSIDE DISPLAY AND SALE OF MERCHANDISE. The use of immediately adjacent sidewalks either public or private, open for public use,
and public rights-of-way by an existing, enclosed commercial business establishment for the display and sale of merchandise.
