The following findings shall be made in writing prior to making a land use decision that would approve the siting of a hazardous waste facility project:
(A) The project is consistent with the City of Tulare General Plan;
(B) The project will not be detrimental to public health, safety or general welfare;
(C) There are adequate city services available to service the project;
(D) The project has met or exceeded each requirement contained in this chapter; and
(E) All environmental impacts identified in an environmental impact report or negative declaration have been adequately mitigated.
