§ 10.145.090   Design standards.
   The following standards apply to all townhouse developments.
   (A)   All units shall be built on-site.
   (B)   All townhouse developments shall have a minimum of three units with common walls.
   (C)   Each group of eight townhouse clusters shall have a separation of five feet between the next townhouse cluster. The 15-foot separation may be used for open space purposes or access.
   (D)   Architectural detail and setbacks may be required to vary in order to avoid repetitive design.
   (E)   Guest parking shall be provided for development of 20 units or more at a ratio of one guest space per five units.
   (F)   Townhouse developments with 20 units or more with private street access shall provide common open space recreation areas at a ratio of 225 square feet per dwelling unit.
   (G)   Each townhouse unit shall provide for a minimum of 200 square feet of backyard or courtyard area, porch area or balcony area or combination thereof. The Planning Commission reserve the right to specifically review, change, or alter the private yard space combinations.
   (H)   Each townhouse unit shall have independent walls, attic separation, water meters and sewer laterals.
   (I)   Utility infrastructure should be located in areas that are not highly visible from public streets.
     (J)   Mailbox clusters shall be architecturally designed to be consistent with the architecture of the townhouses.
   (K)   A four-foot setback shall be provided from an alley/driveway to allow for a garage apron, landscaping and/location for individual trash cans. A fence may enclose the location of the trash cans.
   (L)   A homeowner’s association or other similar entity shall be established and shall provide for enforcement by the city to maintain private common streets, driveways, landscaping and architectural control.
   (M)   Townhouse developments shall have a minimum size of 10,000 square feet.
