The following findings shall be made for townhouse developments:
(A) That the proposed project is consistent with the purpose and objectives of this chapter and the zone district in which the project is located;
(B) That the proposed project will not be detrimental to the public interest, health, safety or welfare or materially injurious to properties or materials injurious to properties or improvements in the vicinity;
(C) That the proposed project is consistent with the Tulare General Plan; and
(D) That development of RM zoned properties to townhouse development will not materially affect the supply of vacant land zoned for multi-family rental development. For the purposes of making this finding the availability of a minimum of vacant 60 acres zoned for multi-family residential development (R-M zoning) would not be considered to materially affect the supply of vacant land zoned for multi-family rental development.
