Prior to issuance of a building permit for any structure or building for which a site plan has been approved, the Community and Economic Development Director, or his/her designee, shall determine that any required dedications have been recorded and that the applicant has provided appropriate improvement security (e.g., bond, cash deposit or instrument of credit) to cover the reasonable cost of all proposed off-site improvements.
