(A) The Site Plan Review Committee can approve a site plan subject to conditions. Conditions may involve the maintenance of the property or specific aspects associated with development, including storage and display of goods; grading, surfacing and drainage improvements; vehicular ingress and egress; parking and loading; landscaping and irrigation and maintenance thereof; regulation of light, vibration, odors and noise; appearance of buildings, signs and other structures; and street dedication and improvements.
(B) Conditions set forth in the Site Plan Review Committee’s approval can only be required in order to achieve the purpose and objectives of this chapter. Conditions which require dedication of land for a purpose not reasonably related to the use of the property shall be prohibited.
(C) After the final site plan has been approved, Community and Economic Development Department staff shall grant the applicant a site plan permit. In the case where no additional discretionary permits or approvals are required, building permits also may be issued. No permits may be issued for the erection or enlargement of any building or structure, and no persons shall perform, or engage in, any development or construction activities on the site unless and until all provisions of this chapter have been complied with.
