§ 10.112.050   Report and findings.
   The Planning and Building Department shall prepare a report on the amendment application or the amendment initiated by the Commission or City Council. The Department shall provide a recommendation based on the following findings:
   (A)   The proposed amendment is consistent with the Tulare General Plan;
   (B)   The proposed amendment will not be detrimental to the public interest, health, safety, convenience or welfare of the city; and
   (C)   The expected environmental impacts resulting from the proposed amendment will not have a significant impact on the environment.
