§ 10.92.070   Residential Plan review—Report and findings.
   The Planning and Building Department on behalf of the Planning Commission shall prepare a report on the proposed zone change and residential plan. The report shall be submitted to the Planning Commission for review and action. The Department shall provide a recommendation based on the following findings:
   (A)   That the proposed project is consistent with the purpose and objectives of this chapter and the zone district in which the project is located;
   (B)   That the proposed project will not be detrimental to the public interest, health, safety, convenience or welfare, or materially injurious to properties or improvements in the vicinity; and
   (C)   That the proposed project is consistent with the Tulare General Plan.
