The purpose of this chapter is to provide the City of Tulare with a residential planning “tool” that can be used to promote residential development that is designed differently than traditional residential development. The residential development product that can be created through this combining district is one that is more dense, flexibility in lot sizes, provides for the construction of duplexes on corner lots, generates funds for neighborhood parks, and is serviced by narrower streets. The Planned Residential Combining District is designed to produce a comprehensive development that is equal to or better than that resulting from residential development developed under more traditional zoning regulations.
