The objectives of the C-3 District are:
(A) The development of a variety of retail commercial uses in buildings and complexes that exhibit high standards of design, including:
(1) Attractive, tree-lined streets, which emphasize and encourage walking and bicycling as well as efficient automobile transit. In such districts, the sidewalk may be setback from the street, providing space for a tree-lined landscaped area; and
(2) Commercial buildings and complexes which include generous amounts of landscaping, including parking lots designed so that they do not dominate the street scene, and buildings that complement one another with tasteful design features.
(B) To provide areas for the development of shopping facilities that:
(1) Are convenient to all members of the community; and
(2) Aid in building Tulare’s sales tax base and prevent leakage of sales tax revenues to other communities.
(C) To ensure that commercial buildings are designed in a manner which minimizes the impact to the adjacent residential development through sensitive design that considers the impacts the impacts of noise, traffic and lighting sources; and
(D) To minimize traffic congestion, while providing an efficient circulation system.
