The following development standards shall apply to all land and structures within this district.
(A) Site area. The minimum parcel area shall be 6,000 square feet, except that a municipal water well site shall have a minimum lot area of 2,000 square feet.
(B) Frontage, width and depth. Each site shall have not less than 40 feet of frontage on a public street. The minimum parcel width shall be 50 feet, except that corner lots shall have a minimum width of 60 feet. Each site shall have a minimum depth of 100 feet; provided that a site fronting or rearing on a railroad right-of-way, freeway, or major street shall have a depth of not less than 120 feet.
(C) Density. The density standard for each R-M subdistrict shall be as follows:

(D) Lot coverage. The maximum site area covered by structures shall be as follows:

(E) Yards.
(1) Front yard.
(a) The minimum front yard shall be as follows.

(b) For multiple-family developments designed with front doors facing the street that include a useable front porch for each unit, measuring at least ten feet in width by five feet in depth, the front yard setback may be reduced by five feet.
(2) Side yard.
(a) Side yards are required as follows:
1. Interior lots: five feet per story.
2. Corner lot, interior side: five feet per story.
3. Corner lot, street side: ten feet.
4. Reverse corner lot, street side: one-half the required front yard setback of the lot to the rear.
(b) A side yard providing access to more than one dwelling unit shall have a minimum width of ten feet.
(3) Rear yard. The minimum rear yard shall be five feet per story.
(4) Exceptions.
(a) Architectural features, including eaves, sills, chimneys and cornices may extend up to 30 inches into a required side yard or space between structures and up to 36 inches into a required front or rear yard.
(b) Uncovered, decks, patios, platforms or landing places that do not extend above the level of the first floor of the building may extend up to six feet into a required front yard. Railing up to 30 inches tall may be installed on any such porch, platform or landing.
(F) Distance between structures. The minimum distance between a structure used for human habitation and another structure (such as another dwelling, detached garage, carport or storage shed, etc.) shall be ten feet.
(G) Building height. The maximum height of structures shall be as follows:

(H) Fences, walls and hedges.
(1) General. A solid fence, a minimum of seven feet in height shall be constructed along the perimeter of the site, except in required building setback areas and along street frontages, where fences and their height shall be determined on a case by case basis.
(2) Corner lots. On corner lots, a fence may not exceed four feet in height in the street corner area of the parcel formed by a right triangle with the right angle at the street corner property lines and its right angle sides measuring 25 feet. The top one foot of the fence shall be of a see-through material (such as wrought-iron).
(3) Block walls. Block walls greater than seven feet in height may also be required by the Planning Commission to mitigate noise impacts identified in the Tulare General Plan.
(I) Off-street parking and loading facilities. Off-street parking and loading facilities shall be provided for each use as required in Chapter 10.192, Parking and Loading.
(J) Storage area. All multiple-family dwellings shall provide one storage area per unit, including a minimum of 50 square feet of area per unit, devoted to secured storage space, exclusive of habitable area. The space may be located within a garage if parking and driveway access is not encumbered.
(K) Signs. Signs shall be designed consistent with the requirements contained in Chapter 10.188, Signs.
(L) On-site manager. An onsite manager shall be required for all multiple-family projects of 16 or more dwelling units.
(M) Annual inspection. An annual inspection by the City of Tulare shall be conducted on all multiple-family dwellings of four units or more, to ascertain compliance with fire and building codes and city standards and conditions, including conditions of approval of the applicable planning permit.
(N) Public improvements. New development shall be required to install public infrastructure necessary to adequately serve the project, based on requirements of the City Engineer, including sewer, water and storm drainage facilities, curbs, gutters, sidewalks, fire hydrants, street paving and street lighting. These improvements shall be constructed consistent with requirements shown in the City of Tulare Standards and Specifications Manual and shall be installed prior to occupancy of any structures on the site.
