Pursuant to Cal. Gov’t Code §§ 65000 et seq., the State of California grants to the City of Tulare the power to apply to lands within its city limits. The purpose of zoning is to protect the public health, safety and welfare. The constitutionality of zoning has been upheld by the United States Supreme Court since 1926, Euclid v. Amber Realty Co. (272 U.S. 365).
