The Planning Director may appeal decisions of the Planning Commission to the City Council if any of the following occurs:
(A) Where the action of the Planning Commission constitutes new policies for the city;
(B) Where the action is contrary to established city policy;
(C) Where the action will have a significant fiscal impact on the city;
(D) Where the action is not in compliance with the City Zoning or Subdivision titles; and
(E) Where the action is inconsistent with the Tulare General Plan.
