§ 10.04.050 Application.

The regulations in the title are minimum requirements. This title shall apply to all property whether owned by private persons, by the United States of America or any of its agencies or political subdivisions; by school districts or special districts; by any city or county, including the City of Tulare or any of its agencies; or by any authority or district organized under the laws of the state. Lands that are exempt from these regulations are:

(A) Public streets and alleys; and

(B) Railroad rights-of-way.
