The Ordinance is enacted to preserve and promote the public health, safety and welfare of persons living in the City of Tulare, and to facilitate the development of the city in a precise and orderly manner consistent with the Tulare General Plan. In support of this purpose, the title is adopted in order to achieve the following objectives:
(A) Assure that public and private lands are used for purposes that are beneficial to the city and the general public;
(B) Implement the goals and policies of the Tulare General Plan;
(C) Assure the appropriate location of community facilities, quasi-public uses and private institutions;
(D) Promote a safe and effective traffic circulation system;
(E) Maintain Tulare’s strong agricultural base while seeking to diversify its industrial and retail sectors;
(F) Avoid nuisances that are related to land use conflicts;
(G) Promote a well-designated city through the regulation of signs, building setbacks, landscaping and the improvements associated with development;
(H) Prevent the excessive development of land by regulating dwelling unit density; building height, coverage and setbacks; and lot size and dimensions;
(I) Foster adequate off-street parking and loading areas and facilities;
(J) Conserve Tulare’s natural resources and community assets;
(K) Prevent land use conflicts; and
(L) Coordinate with the County of Tulare in regards to the use of land within Tulare’s General Plan planning area boundary, the transition of land from the county to the city and the standards to which development will conform if it occurs outside the city limits.
