In the exercise of his or her power to regulate and control traffic upon, and the movement of standing of vehicles upon, the streets or the city, the Chief of Police, subject to the approval of the Manager, is hereby authorized to establish loading and unloading zones in which vehicles will not be permitted to stand longer than 15 minutes or the time necessary to load or unload passengers or freight.
