No person shall leave standing or parked upon any street, avenue or lane within the city for a time longer than it takes to load or unload passengers or freight or for any time longer than 15 minutes between the hours of 8:00 a.m. and 6:00 p.m. of each and every day of the week, excepting Sundays and holidays, in any parking area which shall be designated by yellow paint or other yellow material upon the entire curb surface.
