The Police Department, or any members thereof, may impound and retain possession of any bicycle operated in violation of any of the provisions of this chapter. The impound may take effect as long as or until such violations have been corrected or fees satisfied. In the event of an impounded or found bicycle not being claimed by its lawful owner within the period of one year, the ownership shall revert to the city. The bicycle shall then be sold at the next scheduled public auction. A new owner shall then be responsible for transfer fees. A new registration card shall be issued in lieu of no available card. All funds received from public auction shall be paid into the general fund of the city.
